NATO rejected the Russian proposal on the issue of air safety in the Baltic sea region, which involves the flights of military aircraft with the transponders, writes The Wall Street Journal, citing sources in the Alliance. According to them, “offer little to improve air safety or that it will prevent the Russian flying dangerously close to the ships and aircraft of the Western allies.” About it writes RBC.
According to WSJ, the key members of NATO, however, want promotion in the military dialogue with Russia and I hope to continue negotiations with Russia with the aim of developing new measures in the field of air safety. The Secretary General of NATO Jens Stoltenberg and Russian foreign Minister Sergei Lavrov plan to meet in new York on the sidelines of the UN General Assembly, the newspaper notes.
Moscow has put forward suggestions about flying with the included transponder during the July meeting of the Council Russia — NATO in the current year, reports the WSJ. Then Stoltenberg welcomed Russia’s proposals to reduce safety risks in the air in the Baltic region and said that “looking forward to” further dialogue on this issue with Russia.
All NATO planes — particularly in the Baltic region — now fly with the transponders, the newspaper said. However, some of the allies, including the United States and Norway, in some cases, “work without transponders, making reconnaissance and observation mission,” emphasizes the WSJ. According to sources in the Alliance, some Russian planes are not equipped with transponders.
Some Western sources considered the proposal for transponder “distraction” from Russia, the newspaper said. According to them, the real issue on which Western countries wanted to reach an agreement with Russia was “increasing transparency and notification of military exercises”.

Official representatives of NATO and of the Russian delegation in the Alliance refused to discuss ongoing between the parties to the dialogue and referred to the statement made following the meeting between the NATO Deputy Secretary General Alexander Vershbow and Russian permanent representative at NATO Alexander Grushko. In a statement, Grushko, in particular, according to the WSJ, stressed that Russia will study the response of the Alliance to the proposals presented by Moscow in July.
In addition to the issue of transponders, Russia also proposed to meet military expert in the field of air safety. This idea was also rejected. Diplomats from the NATO countries told the WSJ that such a meeting “violated the decision of the Alliance to suspend practical cooperation [with Russia]”. Grushko in this regard, in his statement noted that NATO “is looking for any ways to justify its decision to suspend practical cooperation with Russia”.
At the same time, sources in NATO said that continuing to push for further dialogue, and at a higher level. Diplomats from NATO countries said that the Alliance reached consensus on the issue continue regular meetings of the Council Russia — NATO. In addition, the Alliance insists that the Russian military leaders continued the dialogue with high-ranking generals of NATO — in particular, the Czech General Peter pavela, the head of the military Committee of the Alliance.
Talks on military security in the Baltic region was caused by the events in April. On 13 April the US said about the dangerous convergence of Russian aircraft with an American destroyer “Donald cook” in the Baltic sea. A few days later the representative of the European command of the US Armed forces said that the reconnaissance plane of the U.S. RC-135 was intercepted by the “unsafe and unprofessional way,” the Russian su-27 over the Baltic sea.
At the end of April in the American defense Ministry announced that a Russian fighter jet made aerobatics “barrel” (revolution about the longitudinal axis by 360 degrees) about 30 meters from the American plane.
In response to the latest incident, the defense Ministry said that the flights of Russian aircraft comply with international rules of airspace use. The official representative of the defense Ministry Igor Konashenkov then emphasized that the problem has two solutions — do not fly near rossiiskih borders or include a transponder.
